Strategic Plan / Mission Statement

Our mission is to plan for, respond to, recover from, and mitigate natural and man-made emergencies and disasters and to prevent, secure, and protect the citizens of Salt Lake County from threats against life, liberty, property, and the environment.

Objectives and Strategies

Objective 1.0: Assist Salt Lake County residents in achieving family and individual preparedness for disasters and emergencies at home, work, school, and other environments.

Strategy 1.1:

Deliver technical assistance and offer quality emergency management training including presenting and providing information, supplies, and educational materials.

Strategy 1.2:

Provide effective public information on all hazards relative to Salt Lake County.

Objective 2.0: Foster strong County-wide (including cities and townships) organization that values its members.

Strategy 2.1:

Foster a professional atmosphere in appearance, attitude, and job performance that ensures the safety and security of all of its members.

Strategy 2.2:

Encourage members of County agencies in developing the knowledge and practices that contribute to the well being of them and their fellow citizens.

Objective 3.0: Assist public and private organizations to plan for, mitigate, respond to, and recover from natural and man-made disasters and emergencies in Salt Lake County.

Strategy 3.1:

Utilize appropriate mitigation, preparedness, response, and recovery strategies.

Strategy 3.2:

Create partnerships that assist all agencies and organizations to utilize available information, planning, and resources.

Objective 4.0: Facilitate effective communication, coordination, and partnerships among local, state, and federal government agencies.

Strategy 4.1:

Participate in planning, evaluating, and executing cooperative relationships for all phases of homeland security.

Strategy 4.2:

Assist other agencies in establishing and/or maintaining a communication system that is usable by all first-responder units.

Strategy 4.3:

Cultivate and maintain reliable intelligence sources.

Strategy 4.4:

Carry out criminal and domestic terrorism interdiction within the County and in cooperation with other homeland security agencies.

Objective 5.0: All County agencies (including cities and townships) are to prepare for, respond to, and recover from natural and manmade disasters, and acts of terrorism.

Strategy 5.1:

Evaluate existing homeland security-related programs and services for effectiveness and make recommendations for improvement.

Strategy 5.2:

Develop countywide homeland security plans and procedures to minimize the County’s exposure to threats.

Strategy 5.3:

Conduct countywide drills and exercises to test the applicability of the plans.

Strategy 5.4:

All County agencies will work with County’s Emergency Services Coordination Team to develop, update, implement, and share Action Plans.
